Sex offender arrested in Charlestown

Man working at convenience store failed to register in Indiana after moving

CHARLESTOWN — Indiana State Police arrested a Charlestown man Tuesday for failing to register as a sex offender.

Rick O. Sullivan, 45, of the 9000 block of Marian Martin Road, was taken into custody by ISP about 11 a.m. at his place of work, Coopers Corner Mart, located at 7302 Decker Lane in Charlestown.

The owner of Coopers Corner Mart said Sullivan had been hired in the past week and was still being trained.

Sullivan was charged with sex offender registration violation/failure to register in Indiana, a class C felony.

Indiana State Police Sgt. Jerry Goodin said Sullivan was charged after failing to notify authorities he moved into the state from Washington.

Sullivan is listed as a sex offender on the Kentucky State Police sex offender registry.

KSP officials said Sullivan was added to the registry in 2000.

According to the agency’s website, Sullivan was considered a noncompliant offender with a last reported address in La Grange, Ky., who had moved from Washington.

He was deemed noncompliant after leaving and entering the state and not notifying authorities within an allotted time, KSP officers said.

According to the website, Sullivan was originally convicted with two counts  of communication with a minor for immoral purposes. The website lists the victim as a 17-year-old.

Officials with the Clark County (Wash.) Sheriff’s Office said Sullivan was last charged in Washington in 2000.

His charges in Washington include indecent liberties, patronizing a prostitute and sexual misconduct with a minor.

If found guilty of a class C felony, Sullivan could face up to eight years in the Indiana Department of Correction and a $10,000 fine.
