ELECTION Q&A: Charlestown City Council — District 3

Scott McKechnie


• POLITICAL AFFILIATION: Republican
• AGE: 50
• EDUCATION HIGHLIGHTS: Graduated from Jeffersonville High School and attended Clarke Jr. College in Newton, Mississippi
• CAREER HIGHLIGHTS: Employed with Major Electric for 15 years. Have worked several years in security and was voted officer of the year in 2001.
• FAMILY NOTES: Married to Sissy McKechnie (Houchens) of Charlestown. Son of Dr. Robert and Eleanor McKechnie of Jeffersonville.

1) What is your primary reason for seeking this position?
“To bring a honest and open government to Charlestown. Charlestown needs to move forward in an atmosphere of cooperation and conciliation. The citizens need to be involved in issues and projects in the city including all aspects from beginning to end, no surprises and no poor planning. We must create an environment conducive to reasonable growth that does not drastically alter the character of our community.”
2) If elected, which issue is your priority to address first and what is your suggested solution?
“In the 3rd District high water costs, road repairs, high taxes and sewers are a real concern. The city should work with state, local and private foundations to see what funds are available to help with these issues.”
3) What specifically distinguishes you from your opponent in this race?
“I feel that there should be more educational and recreational programs established in the youth and families.”

William “Bill” Resch


• POLITICAL AFFILIATION: Democrat
• AGE: 62
• EDUCATION HIGHLIGHTS: Graduated from Clarksville High School in 1962. Completed the Supervisory Certificate Program and various courses at Indiana University Southeast. Graduate of Dale Carnegie Management Course and Effective Speaking and Human Relations Course.
• CAREER HIGHLIGHTS: President of Resch Inc., located on the town square from 1980-1990, a retail sales, service and installation business for plumbing, electrical, heating and air conditioning to residential and commercial customers. Joined the staff at Jewish Hospital Properties in 1990. My employment spanned 17 years. Physical Plant Manager until retiring in 2006. Currently employed part time with a large mechanical company in Louisville. I have over forty (40 Years) experience in mechanical and management experience.
• FAMILY NOTES: Bill and wife, Rebecca (Hanover) have resided in Charlestown for 30 years. They have two children the late, David Resch, and Aimee (Resch) Bowling, a teacher at Charlestown Middle School. Aimee's husband, Mike Bowling, is the Maintenance Supervisor for the Clark County Sheriff's Department. Bill has one granddaughter, Brooke Nicole, attending third grade at Jonathan Jennings School. Bill's hobbies include Community Volunteering, Golf, Showing 1937 Street Rod, Camping and Woodworking.

1) What is your primary reason for seeking this position?
“I feel that my leadership experience will be valuable to the Charlestown City Council and serve the community in its growth. Quality of life plays an important role in Charlestown and in the lives of its residents. Government requires cooperation, information sharing and continuous reassessment of plans and programs. The city council must meet the challenges by reviewing issues that have an economic impact on our community with growth of job, recruiting business, developing the infrastructure for expansion of family living areas, and developing tourism to our state park. I would like to have the opportunity to serve the community on the city council.”
2) If elected, which issue is your priority to address first and what is your suggested solution?
“The most critical issue facing Charlestown is the installation and repair of water and sewers systems .My approach is to investigate ways to accomplish city business objectives through organization, coordination, consolidation, and systemization. I would analysis the delivery of services in an effective manner with the input of citizens and businesses. Then map a plan for implementation including financing of projects. As a council member, reviewing fiscal budget to ensure that city resources are used efficiently and effectively and services are provided in accordance with the Best Value Principles to best meet the needs of the community. My priorities will always elevate those things that impact peoples' safety and life essentials first.”
3) What specifically distinguishes you from your opponent in this race?
“I feel that my years of community service in various organizations, community activities, and leadership had given me the experience needed to serve the community of Charlestown. Programs and activities for all ages are important to the citizens. In the past year much of my community involvement has been to provide leadership to the Charlestown Senior Citizen, Inc. This organization has grown from a steering committee, eight months ago, to a membership of over 125 senior citizens with meetings, activities, games and community involvement. Charlestown promotes a genuine sense of community and pride, and offers many opportunities for involvement.
I have served the community as a business owner, civic leader and volunteer to provide services and resources for the people who live, work and spend their time in Charlestown. Politically, I am a “common sense progressive”. I believe in fiscal responsibility, sound management, and progressive, enlightened and responsible social values.
As a resident of Charlestown for 30 years, I share the values of family, community and the faith that hard work today will bring a brighter tomorrow.”
