New signal in design for Charlestown Road

Light would be adjacent to new Wendy’s

NEW ALBANY — Jacobi, Toombs and Lanz will be paid $13,000 to design a traffic signal at Charlestown Road and Blackiston Boulevard adjacent to the new Wendy’s restaurant.

The New Albany Board of Public Works and Safety unanimously endorsed proceeding with the design plan Tuesday. Jacobi, Toombs and Lanz of Clarksville will be paid by the New Albany Redevelopment Commission, as officials said the light should alleviate some of the traffic congestion along the route.

One concern raised by the board of works and redevelopment commission was whether a new signal would backup traffic leaving private establishments nearby such as Sam’s Food and Spirits.

If installed, the light would be close to an existing signal at the Charlestown Road and Blackiston Mill Road intersection.

“I’m envisioning traffic backing up because of the signal and blocking other curb cuts,” said Warren Nash, a member of the board of works.

But the signal can be designed to coincide with the existing light to avoid traffic congestion, said John Rosenbarger, who oversees tax-increment financing projects for the city.

He said designers are aware of the concerns over blocking private drives especially westbound on Charlestown Road.

“It’s a little awkward, but nothing that can’t be handled,” Rosenbarger said.

When he proposed the project to the redevelopment commission, Rosenbarger said a two-day traffic count had revealed the necessity for a signal at the intersection.

Officials have also discussed ways to reroute traffic in the area by approving new curb cuts and creating a more defined connection between the Wendy’s and Sam’s parking lots in order for access to the new signal.

New Albany City Council President Diane McCartin-Benedetti said Sam’s ownership needed to be alerted of the plan, though the board of works would still have to approve the actual installation of the signal.

The city will accept bids to build the light after the design plan is finalized, Rosenbarger said.
