CLARKSVILLE — Police have recovered the 2001 white Ford Mustang that belonged to Billy Ray Chambers, 39, of Clarksville who was discovered shot to death Tuesday, but still seek a suspect.

Witness said they saw a man fleeing the scene of the shooting at 806 Parkwood Drive in Chambers’ Mustang on Tuesday afternoon. Officers located the vehicle in the Green Tree Mall area at about 3:30 a.m. Wednesday morning, said Clarksville Police Chief Mark Palmer. He said the keys were found inside the vehicle and police have processed the car.

But Clarksville police are still looking for the man who fatally shot Chambers in his Clarksville home.

According to police, Chambers was found by his 12-year-old daughter near the front door of the two-story brick home where he lived. There were no signs of forced entry and it is believed that Chambers may have known the suspect.

Chambers is not listed as the property owner of the Parkwood Drive home, according to Clark County property records. While police could not provide confirmation, they believe the property owner may be a relative of his.

“We have no suspect in custody, but we do have several leads,” Palmer said. “We’re looking at all aspects.”

Among the connections being investigated is Chambers’ possible involvement in a motorcycle club known as The Outlaws. Palmer added that police are also investigating to determine if drugs may have been a factor in the shooting.



CRIMINAL HISTORY

According to Clark and Floyd County Court records, Chambers has a criminal history and was set to appear in Clark County Circuit Court No. 1 on a probation violation Thursday, Nov. 29.

Chambers was on probation following an arrest in October 2011 and was charged with battery resulting in bodily injury, a class A misdemeanor; battery resulting in serious bodily injury to an endangered adult, a class C felony; intimidation, a class C felony; and strangulation, a class D felony.

The arrest stemmed from an incident involving Chambers’ ex-girlfriend in which he kicked her in the chest, punched her in the face, strangled and detained her following a night of drinking, according to a probable-cause affidavit. According to court records, Chambers pled guilty to the charge of battery, a class A misdemeanor, and was given a one-year suspended sentence and unsupervised probation.

In September, an incident involving the same woman and Chambers led to an arrest and charges of theft, a class D felony, and unauthorized entry of a motor vehicle, a class B misdemeanor.

According to the probable cause affidavit filed with Floyd County Circuit Court, Chambers met with his ex-girlfriend at a Save-a-Step store to turn over the title to a vehicle to him. After the title of the vehicle was signed over to Chambers, he became “belligerent and started an argument.” The woman ran inside the store and locked herself in the bathroom for safety, according to the probable-cause affidavit.

While she was locked in the bathroom, Chambers allegedly got into her vehicle, took her purse and left the scene. A warrant was later issued for his arrest for theft.

His initial appearance on the Floyd County charges was set for Dec. 18.

Chambers’ attorney Bradley Jacobs declined to comment.
