JEFFERSONVILLE —
A lien will be filed against the area’s homeless shelter — Haven House Services Inc.’s Williams Emergency Shelter — related to unpaid sewer bills.
The Jeffersonville Sanitary Sewer Board voted to place the lien during a recent meeting, though a lien letter hasn’t been filed with the Clark County Auditor’s Office. Mayor Tom Galligan said such lien notices are generally sent out every 90 days.
The unpaid bill issue was brought up last month by resident Mike Hutt. He pointed out that Haven House had a total of $35,910 in unpaid sewer bills, questioning why the organization was not being charged. During the sewer board meeting, financial adviser Monica Harmon called it an error of omission, not intent. The board approved the lien with a 3-0 vote.
Haven House’s financial problems have been well-documented during the last five years. In 2010, the Williams Emergency Shelter — its primary building, on Green Street — was auctioned off by the Internal Revenue Service to cover back-owed payroll taxes. It eventually wound up back in Haven House’s hands after a buyer stepped in.
A lien makes it so a property can’t be sold without paying off the debt. Despite the one pending, Haven House Executive Director Barbara Anderson said she doesn’t have the money to pay the back-owed or current sewer bills. She said the shelter should be given free sewer service. Further, she noted that the city funds the J.B. Ogle Animal Shelter but doesn’t fund a shelter for homeless.
“The service we provide to this community is invaluable,” she said. “The people shelter receives no compensation monetarily.”
She believes Hutt only brought the issue to light to make Galligan look bad.
“The fact of the matter is I provide a city service without city funding,” she said.
